SCSS — Senior Citizens Savings Scheme
Definition
The Senior Citizens Savings Scheme (SCSS) is a sovereign-backed, Post Office-administered savings scheme for Indian residents aged 60+ (55+ for VRS/superannuation retirees, within 1 month of receiving retirement benefits). Governed by the Senior Citizens Savings Scheme Rules, 2004 (amended 2023), it carries the sovereign guarantee of the Government of India. The MoF sets the interest rate quarterly; for Q1 FY2025-26 the rate is 8.2% p.a., paid quarterly. The deposit cap is ₹30 lakh per individual (raised from ₹15 lakh from April 2023). SCSS is a resident-only scheme — NRIs are not eligible.
How it works
Accounts are opened at Post Offices or authorised banks (SBI, ICICI, Axis, etc.) with a single lump-sum deposit in multiples of ₹1,000. Tenure: 5 years, extendable by 3 years (once, within 1 year of maturity). Interest is paid quarterly on 1 April, 1 July, 1 October, 1 January; undrawn interest does not compound. Premature closure: after 1 year (1% penalty), after 2 years (1% penalty), after 2 years up to maturity (no penalty). Joint accounts are permitted with spouse only; the first holder must meet the age qualification.
Tax treatment
SCSS deposits qualify under Section 80C (up to ₹1.5 lakh/year, within 80CCE cap). Interest is fully taxable as "Income from Other Sources." TDS at 10% applies if annual interest exceeds ₹50,000 for senior citizens. Seniors below the taxable income threshold may submit Form 15H to avoid TDS. SCSS interest is eligible for the Section 80TTB deduction of up to ₹50,000/year (aggregated with bank/post office savings interest).
Worked example
Suresh, aged 62, deposits ₹30 lakh in SCSS at 8.2% p.a. Quarterly interest: ₹30,00,000 × 8.2% ÷ 4 = ₹61,500/quarter = ₹2,46,000/year. After Section 80TTB deduction (₹50,000), taxable SCSS interest = ₹1,96,000. For most seniors whose total income is below ₹5 lakh, effective tax is minimal to nil. Over 5 years, Suresh earns ₹12,30,000 in GoI-sovereign-guaranteed quarterly income, with ₹30 lakh principal returned in full at maturity.
